The base word 'rate' came into English in the early 1400s from Old French and ultimately from the Latin phrase pro rata parte, meaning 'according to the calculated part', built on the verb reri, 'to reckon or judge'. The Latin past participle rata literally meant 'reckoned' or 'fixed', which is why a rate first meant a fixed estimate of value or amount. Over time the verb 'to rate' grew to mean assigning a value, rank, or level of quality to something. Adding the regular English suffix -ed produced 'rated', the past tense and past participle, and later an adjective describing something that has been given a particular grade or limit. The single 't' and the silent 'e' of the root, kept before -ed, are the small details writers occasionally fumble.
